The first three buckets (Active whole window, Revived in window, Currently banned) reflect performance-oriented classes — their scores are comparable. The two buckets after the divider (Registered in window, Deregistered in window) are eligibility-limited: those validators were live for only part of the window and are normalised via eligible_fraction, so their bands should not be compared directly with the performance group.
